Actually, the stain is a mix of very strong tea and a few drops of Tim Holtz's Distress Ink in Antique Photo followed by some super concentrated coffee to darken the stain.
Step One: Stamp pre-cut tags with image using Staz-On. Then crinkle and unfold paper tag
Step Two: Soak tags in stain bath - I soaked mine for 10 minutes
Step Three: Lay tags to dry on lined flat surface. I use wax paper or plastic wrap to help the stain pool under the tags creating spots. The tags will take several hours to dry, so you may want to lay them on a moveable surface such as an old cookie sheet.
